Unprofessional from HR to management. Publicans can stick to serving pints because the admin side of the organisation is poorly run. The owner barely shows up, I presume only to collect profits. And this attitude can be felt from top to bottom, the owner only cares for the money, so does the rest of the team. Hence nobody really cares about the business.
