we contact people who apply for any position set time for a primary interview. then another interview for hiring if the candidate is meeting the job needs. then we process his file through the management channel and the person will join us as soon as his file ready.

It was a phone interview for a job either in Dubai or Kuwait. I am a highly experienced restaurant general/area manager. He gave me an offer of 10,000 dhs a month which honestly insulted me. I make triple that here in the US. That won't even cover my rent in Dubai. After I declined he then offered 14,500 dhs. So how do you jump from 10-14.5? It's clear they can offer way more but of course HR will start with the bare minimum. 14.5 is still very low and that's all inclusive they won't offer anything other than medical and quarterly bonuses. Well have they forgotten to live in an average 2 bedroom apartment in dubai I would need 7k a month? (Note that when I lived in Dubai I had a 2 bedroom apartment in downtown so I would be downgrading big time.) I still need to pay bills, transportation, schools etc. Anyways I explained to him there was no way I would move from the US to go live below average. The whole interview was very insulting and it's pretty sad that such a big group would offer such low insulting salaries to highly experienced people like myself.
Thank you for your feedback. Unfortunately we cannot amend salaries to fit the lifestyle you would like to lead and instead we have salary banding's to ensure consistency across our business.
