They scanned my resume for eligibility. Once deemed eligible, I was sent an email to schedule a 30 minute phone interview. The interview was mostly about background, but would cover technical topics to at least make sure I was capable of talking intelligently. I was answered one question plainly, and the interviewer said "yep, that's the only way".
