There was no official interview process for this role and, despite having transferred to another countyh within the last year, I still had to be fingerprinted an additional time and pay the fees/attend the orientation in my new home county.

depends on the recipient. Some times a phone interview is enough. Sometimes they want to meet you in person. Some times it's just the recipient interviewing you, but sometimes it's the recipient's loved ones also.
