The process I had was a phone interview with a recruiter who does about 20-30 minutes of behavioural questions like "tell me about a time when..." Then the recruiter makes recommendations to the hiring manager and they bring you in for an in person, which was mostly about the job and talking more about my qualifications. In my experience it's sort of the reverse of what you expect. They really weed people out in the phone interview process.
