After interviews they shortlisted and asked to send in-hand offer if any.
I had one and sent same
After 2 days she came back with less than expectations as well in hand offer.
If you don't have that budget why do you waste the time and energy of the candidate by taking the interviews.
You should not shortlist if you can't meet the salary expectations
