Had a short conversation with the recruiter to talk about my interests. Standard questions related to working with outside offshore vendors related to development work and my experience related to that. Second phone interview was with the hiring manager. I asked most of the questions and got a lot more details about the position. Questions were easy and the interview was more conversational. Asked me about my experience in cost estimation, working as an individual contributor but responsible for deadlines, estimates, support structure within the company, the company hierarchy and so on and so forth. Thought the experience was positive. They somehow filed the job quickly with someone else.
