People perform poorly because they either don't know or they don't care. Sometimes you need to give people the knowledge to succeed, and sometimes you need to re-motivate them. Turnover is expensive, I believe it is worthwhile to spend time re-engaging an unmotivated employee before I considered replacing them as a last resort.
