Bias occurs when there's relatively consistent error such as recording error, not obtaining a representative sample in a survey, or /and using a measuring instrument that isn't properly calibrated. Variance measures how far are the data spread out from their average mean in a dataset. OR the amount of estimate of the target function will change given different training data.
